Passivate stainless medical instruments before or after TiN coatings?

Should we passivate before or after TiN coating on 17-4 ph stainless steel.
I believe we should passivate before but I'm not totally sure.

Passivation should be before, since TiN is very corrosion resistant by itself. It is quite thin, so it does not have an infinite corrosion resistance life.
