E coating over Zinc plating

We have a part which is riveted after coating, the E coating is stipped off after the riveting process so zinc would give some protection to the bare metal. We already do this process but we use Black Zinc dichromated parts which is now outlawed in the Automotive industry.

Are you sure that black zinc parts are outlawed, Alan? It would certainly be simpler to retain your existing process and simply switch to a RoHS-compliant chromate conversion coating, as many other manufacturers have done, than to reinvent your wheel.
