I want to start up Chem Film processing at my plant to satisfy C5514. where can I get the supplies and info I need to be able to do this.

You should get a copy of the spec, MIL-DTL-5541 [⇦ this spec on DLA], to understand what you will be doing, Rodney. You will find that only QPL-81706 [⇦ this spec on DLA] "approved" processes may be used, so you can make contact with the vendors of those approved processes. Many are in our Chemicals Directory here. You may want a book on chem filming and other chemical treatments for aluminum, like Robert Probert's "Aluminum How-To".
You may or may not realize that there is an industry of jobshops out there ready to do the process on your parts for you. You can certainly do this process in house, but there are reasons that many machine shops don't.
