Caustic Potassium Permanganate

I recently came across reference to "out of tank" chemical or electrolytic regeneration of caustic potassium permanganate [on eBay or Amazon] solutions. The reference was associated with other information from the Printed Circuit Board industry. Is there a good reference available which discusses this technology?

We are using a caustic potassium permanganate solution as a descale for Inconel and stainless steel details. I am interested in appropriate bath maintenance techniques to prolong bath life and optimize performance.
