Removing clear topcoat while leaving underlying auto paint

have a 1991 Camaro that is in good condition other than the clear coat is wanting to come off --any suggestions on how to remove this without damaging paint ?

The clear coat is coming off because the underlying base color coat is badly damaged by sunlight. The only fix is repaint.
