Wish to clean black residue from harrow disk after electrolysis removal of rust

I wish to know the method to use to remove the black soft residue from a harrow disk after it has been cleaned of surface rust by electrolysis. Clean, as if I were prepping it to plate, but will not plate. I will cook on it.
