How to use ferric chloride to clean water

I am a design student working on a project designing a water filtration system for third world countries. My grandma, who is a chemist, said that instead of expensive filters I could possible use ferric chloride on eBay or Amazon [affil link] ? how would I do this and would this work to make the water drinkable. The water has bacteria, arsenic, and fluoride in it.

Designing water filtration is one thing, designing purification is something else. You need to have knowledge of chemistry, biology and some engineering. I would say you have a bit of research to do. No one can give you a quick answer and besides it's your project.
