Cadillac spoke wheels with bad clear coat

How do I remove the clear coat from the wheels without scratching the chrome on my Cadillac wire spoke wheels? The look terrible and I would like to clean them up.

There are a few products that I know will work well. Kleen Strip or Aircraft Stripper. The only drawback is you have to remove the tires before stripping the clear coat from the rims. You spray the product on, scrub with 00 steel wool ⇦ on eBay or Amazon [affil link] . Follow with mineral spirits ⇦ on eBay or Amazon [affil link] and steel wool to remove the sticky mess. You may have to repeat the process. Wash with mild detergent and water then dry well. A good chrome polish will bring out the shine and protect the chrome as well.
