Organic Clear Top Coat

I have a requirement for Trivalent plating to withstand 120 Hrs. salt spray per ASTM B117 03 no red rust and 96 Hrs. with 10% or less white corrosion. The customer engineer inquired if the plating supplier added a "clear organic top coat" over the chromate to achieve 96 Hrs. without white corrosion. Question, what is a clear organic top coat composed of?
