Suitable surfactant for iron phosphate

I want to know some suitable surfactant in iron phosphate(cleaner and coater).
I have tried few but they don't thoroughly mix and take place on upper surface of the product.

Metal finishing processes are usually performed with proprietary chemicals, Sajjad, and I think it's unlikely that people who have spent years of research to develop saleble proprietary processes will cheat their investors by sharing specific formulas with their competitors. But searching through expired patents or reviewing such texts as Samuel Spring's "Preparation of Metal for Painting" [affil. link to book on Amazon] or "Phosphating of Metals" [affil. link to book on Amazon, ... on AbeBooks -->] by Rausch & Rauch should get you started.
