Zinc plating of s-832-2 pem clinch nuts

I received in some Zinc plated metal chassis with S 832-2 pem clinch in them. The plating on the pem nuts look like they are crystalized. and when I rub them the plating flakes off. What is causing the Crystal look and the flaking.

In a word, the problem is defective plating, Brieant. But beyond that, it can be difficult to determine the root cause. The first question is whether you are positive the pems were plain carbon steel? Stainless or aluminum parts cannot be plated routinely and should not be used here.
