How to make ferrous sulphate as a water flocculant

I would like to know what is involved in making ferrous sulfate ⇦ on eBay or Amazon [affil links] for substituting aluminum sulphate as a flocculant. Is it a viable substitute?
Mine is in Honduras, Central America.
