Adding Color to the Process of Vitreous Enameling

We are a pigment company and have a new color we are proposing to sign makers. One, however, has asked me this question: "At what stage in the Vitreous Enamel" process, is a powder pigment added and how is it mixed?

I believe the oxides of metal's should be melted together with the other ingredients, cold fast in water and then ground to size. Good luck
