RoHS and zinc plated hardware

Are you saying (ref. letter 36234) that Zinc Plated washers and retaining rings are compliant? I thought my vendor said they were not.

It's not the Zinc but the chromate that is at issue.
It is the chromate. Hexavalent chromates on zinc or aluminum would not be considered RoHS compliant.

Zinc plated anything which has a trivalent conversion coating or non chrome coating is generally compliant. Ask your vendor to certify that parts are RoHS compliant.
