I want to know is it possible to have Zr coating on steel by electroless or electroplating?

The simple answer is NO.
Look at the discharge potential relative to hydrogen.

According to one old book zirconium can be electroplated from ZrSO4 and Na2SO4,32 C temp. 12 A/dm2 solution(no other data)/ W.Machu:Metallische ueberzuege,Leipzig 1948/.You can find very short chapter on zirconium plating in Modern Electroplating (only 3.edition,New York 1973.,) Hope it helps and good luck!
