Finish for a steel lock

I'm designing a kind of padlock to work with a chain. Some components will be welded together, so plating would get burnt. Would powder coating provide a surface which could withstand wear from a chain bashing and rubbing against it? What would be the minimum thickness I could use? Are some powders more hard wearing than others?

Hi, powder is quite hard wearing but if the lock is steel it will rust after the powder wears. That's why most are brass or zinc plated.
Zinc also having lots of problems.
More info would help.
