Discolored finish after 150 °C bake

Hi, I tried to search but could not successfully find related topics.
need some expert opinion on this case. The matte Sn plated leads become discolored after bake. supposedly, the bake temp is 150 °C. My question is if it is valid to include in the investigation the base leadframe (Copper)?

After matte tin, try chromic acid immersion (if possible, cathodic voltage 4-6 V).
