Discolored finish after 150 °C bake

Hi, I tried to search but could not successfully find related topics.
need some expert opinion ⇦ huh?on this case. The matte Sn plated leads become discolored after bake. supposedly, the bake temp is 150 °C. My question is if it is valid to include in the investigation the base leadframe (Copper)?

After matte tin, try chromic acid immersion (if possible, cathodic voltage 4-6 V).
