Removal on an antique metal tray of a clear coat finish (unknown) over folk art painted surface

Hi
My name is Nancy Mccormick and I work in the local senior center teaching arts and crafts of all types. Recently one of my students brought in a metal tray which was left out on her screened in porch. The finish (unknown) has started to lift. I would like to remove the finish completely and refinish it, without damaging the painted (folk art) surface below. I have tried peeling (using the side of a credit card), vinegar [adv: item on eBay & Amazon], and warm soap and water. A tiny little bit comes up, but not significantly. If anyone has any ideas about how to remove this damaged finish, I would be happy to hear them.
