Cost of plastic paint shop idle running condition

I am in a costing dept. I need to know how to calculate the cost of the idle running paint shop especially in plastic paint shop. I need the complete parameters of costing a paint shop.

Because there are so many different pretreatments, types of plastics, types of paints, curing situations, traffic patterns, environmental conditions, staffing arrangements, etc., I don't think you can possibly get an exhaustive answer--only food for thought, things to remember, things to write off as de minimus.
