Gold plating peel off

We do electrolytic gold over copper (no intermediate layer like Ni) up to 3 microns.in our case it is not completely peeling off when we are cutting the parts from the panel it is occurring from the cutting edges to some extent.

Sounds like you have poor adhesion rather than no adhesion Jhonson. Don't talk yourself into it being acceptable though :-)

It's very difficult to say what's wrong even if you gave us complete details, and so far you've given us none. Perhaps the first step is to develop a clear, quantifiable adhesion test for this particular component so that you can measure whether you are making progress.
