Q. Does a gun have to be stripped and scuffed before bluing

A. Hi James. I'm not sure quite what you mean by "stripped and scuffed", but any nickel plating or other plating must be removed.
The bare steel can be "blued" whether it is high polished or bead blasted, but bead blasted and other rough surfaces tend to look black rather than blue, and very highly polished surfaces will look a more of a jewel-blue color.
