Saltwater heatsink

Good day all,

I am developing a HS for electronics fully submerged in slow running saltwater.
the questions of corrosion resistance and thermal conductivity comes into play.

Some of the options available are:
salt resist / thermal conduction
monel/Inconel - good/poor
Titanium - good/poor

I am now looking at
1) Aluminium with electroless Ni-plating
2) Copper with electroless Ni-plating

No leaching allowed into the saltwater.
