-----Rust preventive plating for steel/aluminum

We currently manufacture parts made of CRS and 6061 aluminum and specify electroless nickel flash of 0.0002 thick. We are experiencing rusting in humid environments such as Mexico. We cannot increase the plating thickness to 0.001 because there are many close tolerance features such as dowel holes or surfaces with ±.0002 size requirements.
Any suggestions to improve the rust prevention would be appreciated.
