"Smudge" on electrolytic tinplate

Related to incoming clean steel or...? All new wringer rolls, clean wash water, but comes and goes. Any suggestions? Easiest way to eliminate w/o going thru major changes (dropping tanks and rinsing etc...)? THANKS
