What does "Water Break Free" mean?

Water will not bead up on an item that is truly clean, but will form a continuous unbroken sheet -- upon removal from a rinse tank the whole thing will be wet. This observation is often used in electroplating as a quick guide to whether there is a problem in the cleaning.
