How am I going varnish rusted steel?




Dear Sir,
Your site has been very helpful for me up to now.
I am trying to rust a steel round stairs which leads to my upper floor. I am using vinegar ⇦ in bulk on eBay or Amazon [affil link] and sea water and this is going right up to now. Could you please inform me how to varnish it after without to destroy the rust and to be able to touch it and stay clean. It is important for our clothes not to get rust when touch this stair.
Shall I paint using brush or spray. I do not want to destroy the powder type since which has been created.
