Are you talking about installed window frames? Clean the window frames with hot soapy water, mask off what you don't want painted, clean again with a rag and alcohol (denatured not 90 proof) and use a spray paint that has MEK / methyl ethyl ketone as one of it's ingredients. The MEK will soften the powdercoat and help with adhesion.
