Dear sir,

What is the temperature of the anodize bath?
Do you have agitation in the anodize bath and if you have does it work properly?
What is the Al-ion concentration in the bath?
Which anodise process do you use H2SO4 or P3SO4?

Do you add any chemicals to the anodize bath which eliminate anodize mistakes?

Most likely the cooling of the workpiece is not enough and the soft film is coming from severe chemical attack

Best regards,
