Non-greasy dry rust inhibitor for carbon steel surface
We are manufacturers of carbon steel industrial products which are shipped overseas. Our customers want to receive our products in raw condition - dry + no oil or paint on surface and 100% rust free. They wish to receive raw metal as if it is just out from mill. We are currently using VCI packing but it is only partially successful as goods often reach rusted. We are now looking for a chemical dip which will give 100% assurance against rust and is also absolutely transparent and dry to touch once applied on the product - basically invisible. Any other solution would also be highly useful thanks.

Dear Mr Gupta,
I would have advised a water soluble wax coating which is used for aluminium castings; but the hesitation is on account of how you will ensure good water and subsequent drying otherwise it may be counterproductive. If your customer can accept a zinc phosphate coating, it may also work.
