Fine blistering after powder

Hi , we have a customer that requires us to zinc and pass to15 micron he then has his own in house powder line. We are experiencing very small blistering, I feel that after talking to a number of other powdercoaters he may be excessively heating the product at 220° C on prebaking if the chromate layer dehydrates above 60° would it be an assumption that the zinc coating is beginning to burn? we are using an alkaline plating bath. about 90% of our product is powderkoted at different shops and we have very little trouble with the other vendors, out of a thousand pieces we may receive 30_40 reworks, also they are expecting their operator to coat 1 chair every minute and this could be resulting in varying thickness of the coating would layering of the powder contribute to the blistering.
