Does phosphating improve blasted surface finish?

I want to get an idea of how a blasted steel surface will look microscopically after phosphating. I want to know if phosphating of a blasted surface improves the surface finish in terms of Ra and Rmax values. The surface after blasting is primered and powder coated and poor gloss and surface finish are my concerns.

Dear Mr. Srinivasan Subrahmaniyan,

The increase in surface roughness after sand blasting improve the phosphatability of the steel and enhance the adherence of the coating. The addition of some grain refiners might help reduce the crystallite size and the Ra value.
