Nickel Passivation Problem

I am chemical engr working for a supplier in India. I have a problem of nickel passivation spots and ruffness on the finish nickel-chrome plated. How it comes and what's its solution!

The first thing to look for is excessive drip time or rinsing time between nickel and chrome plating.
