Passivation of carbon steel

I am also looking for a way to passivate carbon steel. We make a 3.5 x 2.5 x .5" part that is coin forged and machined, then hand finished, nickel-plated and chrome-plated. One side is then shot-peened. We are seeing corrosion in places where the plating is thinnest. I am looking for alternatives in plating or base metal that will eliminate or greatly reduce the possibility of corrosion. The base metal should be forgeable and possess ductility similar to a carbon steel. I will look into Corten as a possible base metal.
