Seeking a crimpable finish

Looking for a finish on low carbon steel which will not flake off during a crimp operation, looking to pass salt spray test no red rust at 96 hours.

I would think that a correct zinc with an olive drab chromate might work and would be the cheapest option. Other options might be cadmium or silver and possibly electroless nickel. Preplate operations will need to be very well done and monitored to pass your no flake requirement.
