What is the material? Brass? If so, you might need a one or 2 step operation in a mass finishing system. Are parts going to be plated? Need to know before I can recommend properly.

I ASSUME YOU ARE referring TO HARDENED PEN CLIPS IF ITS CORRECT FIRST STEP SHOULD BE DESCALING AND SMOOTHING USING CERAMIC IN VIBRATORY MACHINE AND SECOND STEP POLISHING IN SAME MACHINE WITH PORCELAIN MEDIA AND POLISHING CHEMICAL TO GET PRE PLATE FINISH.
