#2 finish, commercial bright, cold rolled steel

I am working on a project that calls for the following: STEEL, CARBON, COLD ROLLED SHEET PER ASTM A366, FINISH NUMBER 2 COMMERCIAL BRIGHT, OILED. Not being familiar with the finish callout (#2 bright?) I would like to ask if anyone has any additional info on it.
