Dark Blue Passivation after Zinc Plating

Dear Sir,

We are an engineering firm and manufactured parts for Defense sector. Now we have a requirement of Zinc Plating in accordance with QQ-Z-325 Type 1 Class 3. Client has given us the sample and its color is dark blue. We have tested all the things but till now, have not achieved this. It will be very helpful to us if any one tell us about the Dark blue passivation of the Zinc Plating.

This sounds to me like a blue dye after chromating, rather than a dark blue chromate. It's a common finish, but I wouldn't know whether it complies with Pakistani military standards.
