The role of Rochelle salt in electroless Cobalt-Nickel baths

I'm trying to produce Cobalt-Nickel Nanowires by electroless deposition. I've recently found the Rochelle Salt (Potassium Sodium Tartrate tetrahydrate) on eBay or Amazon [affil link] as a component of an electroless Cobalt Nickel bath. I haven't found what is the role of this component, does anyone have an idea?

Ted Mooney is retiring but I have several offers to take it over.
We're working hard to make sure we find it the best new home.
