Is Anodized Aluminum fully waterproof?

Q. Is Anodized aluminum completely water proof. Can it be made waterproof by sealing. For instance, if I take two anodized aluminum rods and connect an electrode to each and place only the anodized ends in water, will there be any dc resistance between the rods? If this can be done, what would be the type anodizing used and its class?
