Want a true BLUE passivate on cyanide zinc

why can't I get a true blue look to clear passivate on cyanide zinc, HELP

Are you using a Nitric pre-dip? Is your water supply from a hard water area? If so, it may need to be treated prior to adding the passivate concentrate. Is your immersion time long enough ? I'm surprised you can't find a supplier who can offer you a 'true blue'. I always seem to have someone at my door telling me how great the passivates they supply are.
