Electroless copper bath stability questions


Dear sirs, I study Chemistry in the university of Athens, Greece, and I plea for your help. I am working on plating ABS plastic and I need help upon the topic of the electroless copper bath stability. I use CuSO4, Rochelle salt, HCHO, NaOH. I am aware of many additives and chelate agents and the way they suppose to work. I have tried some of them. I use the bath at a pH over 10.5 I use air agitation. I found difficulty to use the bath after inactive periods.I need to know how to stabilize the bath as to be able to use it again, after periods of resting. I know that I must replenish. the bath, that I should filtrate it. What are the addit. that you propose me to use? What shall I do to the bath during its rest.? Shall I reduce the pH, and what I should do to reborn it after that, what to add? Shall I use air agitation through the resting periods? If I use an oxidizing agent (e.g. 2 mercaptobenzothiazole) as stabilizer, shall I also need to reduce the pH? I've also find the:".....during inactive periods store bath at 80% or less of make up...", while looking at a patent. Could you explain to me the phrase? I don't understand the phrasal verb.
