Removing rust from '51 Caddy

I have a 1951 Cadillac and the front, either chrome or steel, has rusted. How can I remove it without damaging the car?

The bad news is that the nickel-chrome plating is too far gone to save by yourself. But the good news is that a plating shop can make that bumper look like it's 1951 again by repolishing and replating it.
