-----Oxide scale formation - copper plated bolts

We are plating copper on to steel bolts and passing through a furnace at a temperature of around 900°C.
The oxide scales are formed on the threads of the bolt.
We would like to use only copper based plating. Also enough care is taken in the process to close the furnace door during heating operation.
Is there any suggestion as how to eliminate the scale formation?
