Many words that are used in metal finishing are context-sensitive. When "sealer" is used with the word "chromate", it probably means a system of chromate conversion coating after plating (probably zinc plating) followed by a silicate or other topcoat after the chromate. These topcoats have become increasingly popular as a way of increasing the corrosion resistance of trivalent chromates.
