Why does passivation solution for stainless steel contain chromate?

Dear Finishing.Com:

I am writing a technical paper on passivating of stainless steels, and have had the following question asked of me (which clearly I could not answer): when passivating stainless steel with nitric/dichromate, is the chromium from the dichromate deposited on the surface of the steel, or is it added to the bath for additional oxidizing power?

I look forward to hearing from the many experts on this listserv.
