what kind of safety precautions are commonly used for chromating spray application to strip steel?

Reduced to the basics, do not get it in your body or clothes, don't eat it, don't drink it, don't smoke it and don't breathe it. Net result, protective clothes and a particle mask as a minimum since you will have some very fine spray or mist with a spray system. James Watts
