We require method to stabilize copper powder (electrolytic) against atmospheric oxidation after annealing.

It's possible that sodium benzotriazole ⇦ on eBay or Amazon [affil link] or sodium dichromate will solve your problem--they are helpful for treating larger masses of copper. But remember that the enormous surface area involved when working with a powder can have a dramatic effect on the otherwise expected chemical reactions! Some reactions which proceed slowly with sheet material proceed almost explosively when working with powder. Exothermic reactions actually may be explosive when powder is involved.
