Powder Coat, how can I paint on top of it?

What sort of process/paint do I have to use to paint on top of powder coat? I have a set of MGB (car) Rostyle wheels which I have had powder coated silver. The original finish is two tone black/silver. After powder coating the appropriate parts of the wheels were hand painted black (by a professional restoration company!) After a few months the black paint has started to flake off (although the powder coat silver remains firmly attached). Looking at the surface of the powder coat which had been painted black there does not seem to have been any preparation (no evidence of sanding/undercoating). The black pattern is too complicated to consider masking and putting a second black powder coat on, it needs to be hand painted. So are there any "passivating" substances that could be painted on to make a conventional paint adhere?

You need to use a 2 part urethane over the powder coat.
Also you may want to wipe with MEK / methyl ethyl ketone but it isn't really necessary.

Hi, Mr. Waseem:

Someone has to pay the engineering costs involved in items 1 through 4. In the U.S. a firm in your position would hire a consultant to prepare a formal RFQ that suppliers can bid on.

We've posted your inquiry but I wouldn't expect much free design engineering in any responses. Sorry, I just know it's unlikely.

I've used an aerosol Self-etching primer [on eBay or Amazon] from 5 STAR Autobody Products to paint over powder coat. On the can it is called "AeroPRO 5915, Quick Etch". This product has a "contains" list that is a bit scary. However the paint jobs using it have lasted up to about a year so far.
