Passivation of AISI 431

We have a small AISI 431 [affil link] Button in our Air Cylinder Valve. Hardness Reqd is 42 Rc Min.

My questions are:

1. Can I heat treat AISI 431 [affil link] such that in the heat treated condition after rough emery I get absolute corrosion resistance? If so how?

2. If I have to passivate , what should I use to passivate 431 in hardened condition and how?

Please don't ask me to change the material, since I can't.

Absolute corrosion resistance out of a 400 SS. 0.0000000 probability. Rough emery will leave lots of "scratches" that will hold any moisture, dirt and other stuff that will do your part no good. citric acid passivation will help, but short of powder coat or electroless nickel, electropolish is your best bet by several orders of magnitude.
