Where can I download federal standards for color chips?

I don't think you can, Chandu. Think about it- monitors are different, color printers are different- if they were downloadable you could have a variety of colors rather than a standard, which kind of defeats the purpose. But what you want is Federal Standard 595, or Fed-Std-595, on Colors. If you go to the website (I use assist.daps.mil), gleen off a phone number and give them a call you might be able to get one through the mail.
